who knows how to attain a chi kung state of mind?

there is a chi kung excercise called “lifting the sky” and I’m doing it right but it’s not working and i don’t feel any different i’m relaxing and still doesn’t work can somebody PLEASE HELP ME it is so frustrating.

The classic method employed to attain a qigong (so many spellings of this word lol) state of mind involves learning and practicing an internal martial art from a good teacher (tai chi, ba gua, or tshing-i).
In addition to those a few classic qigong methods are taught and mastered as they contain many of the essential components to the internal martial arts.
The most well known qigong set existing for this purpose (and my opinion best) has been around for a couple thousand years and is sometimes translated as Opening the Energy Gates of Your Body.
Bruce Frantzis put out a pretty good book detailing how the system works (it’s one of the only books I’ve come across that is able to accurately teach a complex form) , so my advice would be for you to look there.
Energy Gates is pretty good at opening and clearing you mind as well!
I think the main question I’d throw at you is what state of mind your aiming for. If you want to be fully enlightened and have a continual open awareness that can perceive everything in miliseconds and pierce the veils of reality, that’s a 20 year task with good teachers and 24/7 work. If you want to just be relaxed and calmer many things out there can do the job for you. I’m taking a large guess at what you’re looking for, but my guess is that energy gates is the most practical approach which will also be able to help you get a lot of what you’re looking for (such as a vastly increased internal and external body awareness).
